Description Isolating and quantifying more fully the burden and costs of current congestion on the Region. Ideally, this work should cover economic costs (on different business sectors of the economy, on inward investment performance etc). Social costs (lack of connectivity, affordability etc.), and environmental costs (air quality, health etc).
