Description 2 aspects– first from the carbon side of things ie. emissions and C sinks etc. and second from the climate change adaptation side of things. It’s a cross-​cutting sort of consideration across many of the gaps that are identified eg. transport and traffic (emissions), future economic scenarios (low carbon etc.), and environmental limits (ecosystem function).

Following review by the Observatory's network groups, we will keep this gap on the register for the time being, and re-​review when the policy arena becomes clearer.
