Description The region’s business base includes fewer high growth businesses than other regions. The number of graduates employed within the region’s businesses is also low and isn’t increasingly significantly. These, and other, factors suggest that there are attitudinal or cultural barriers limiting the aspirations of businesses, or their ability to meet their aspirations.

At present there is relatively limited evidence about the aspirations of regional businesses and the barriers they face. Addressing this may ultimately require primary research but it might be possible to make more of existing research.

This gap will be re-​scoped and refined, in order that the information it provides is useful to decision makers.

Some aspects of this may be addressed through work currently being undertaken by the Observatory and others on behalf of the West Midlands Enterprise Board. Once that work is complete, we will assess the scope of any remaining gaps.
