This report presents the findings, conclusions and recommendations of research carried out by NIACE, the National Institute of Adult Continuing Education, to support the Groundwork Trust Potential in People project. This research provides a ‘snapshot in time’ of the work of the VCS in the West Midlands in Autumn 2007 when the fieldwork was undertaken. It is recognised that there will be subsequent changes in policy and funding as this is a fast moving environment.This research aims to identify the necessary conditions required for Voluntary and Community Sector (VCS) organisations in the West Midlands to fully realise their potential in the delivery of community-​based learning and skills for socially excluded and disadvantaged adults and young people in their communities.
