The West Midlands Economic Strategy, Connecting to Success, was launched in December 2007.
The strategy contains a framework of headline and outcome indicators to monitor the strategy's progress. We developed this framework in consultation with regional partners.
The framework consists of six headline and 38 outcome indicators. Headline indicators are:
- Gross Value Added per head
- Regional index of sustainable economic well-being
- Worklessness (percentage of the working age population who are unemployed or economically inactive)
- Gross Value Added per employee
- Carbon emissions per £10,000 Gross Value Added
- Regional perceptions indicator
The outcome indicators were selected to measure progress against each of the priorities identified within the strategy. They all use data available consistently across England and are updated at least twice a year.
Reports
We produced a baseline report (pdf, 1.04mb) on the headline and outcome indicators in 2007, accompanying the strategy launch. Since then, we've produced monitoring reports each year, updating the indicators and showing progress since the baseline report.
The latest 2010 Annual Update Report (pdf, 1.95mb) was published 28th May 2010.
Both Baseline Report and Annual Update Reports provide details of each indicator, their latest values and trends. Where available, we've included sub-regional comparisons, and other relevant breakdowns. We've also included information about the methodology used to select the indicators and the rationale for including them.
Datasets
Data for each of the indicators at regional level is available in Excel format. This was published alongside the 2010 Annual Update Report, 28th May 2010:

We were also involved in preparing a significant part of the evidence base which underpinned the review of the strategy. Copies of all reports from 2010 and previous years are available on the downloads tab at the top of this page.
